Abstract

Human resource is a basic concept of human development. The qualitative and quantitative aspects of human resource play a vital role in the progress of the society and the nation. HRD  is concerned with affecting an increase in the productivity of man or with the formation of human capital. The development of human resource is a process which helps to improve their functional capabilities, to harness their potentialities for their self and the society. The state of Bihar retains a large number of poor people as human resource which is characterized by poverty, illiteracy, ill-health and malnutrition. The paper intends to diagnose the problems and prospects of Human Resource Development in Bihar.
