The Role of Panchayati Raj Institutions in Rural Social and Economic Sustainable Development: An Analytical Study of Dhanaura Smart Village in Dholpur

ग्रामीण सामाजिक एवं आर्थिक सतत विकास में पंचायती राज संस्थाओं की भूमिका: धौलपुर के धनौरा स्मार्ट विलेज का विश्लेषणात्मक अध्ययन

Abstract

Today, rural development does not merely mean providing facilities such as roads, electricity, water, and housing. This research paper attempts to understand the changes that have taken place in the village by taking Dhanaura Smart Village in Dholpur district as the basis of study. Earlier, Dhanaura faced several problems related to cleanliness, drinking water, water conservation, internal roads, encroachment, electricity, education, employment, and poverty. For the development of the village, the Gram Panchayat, Gram Sabha, local residents, district administration, and Eco Needs Foundation worked together. Rural residents were also involved through meetings and development activities. Initiatives such as the Mahila Panchayat were undertaken to bring women's issues to the forefront. In this way, the villagers were not treated merely as beneficiaries of government schemes but were made active participants in the development process. The most significant feature of the transformation in Dhanaura has been people's participation. Villagers raised their concerns in meetings and also contributed to various development activities. Therefore, the development of Dhanaura cannot be viewed merely as an achievement of the Panchayat, administration, or any single organization. The village witnessed collaborative efforts involving the Gram Panchayat, administration, social organizations, and rural residents. The experience of Dhanaura demonstrates that when the Panchayat works together with local people and addresses their needs, social and economic development in rural areas can be sustained over the long term.

Abstract in Hindi Language: आज गाँव के विकास का अर्थ केवल सड़क, बिजली, पानी और मकान की सुविधा देना नहीं है। इस शोध-पत्र में धौलपुर जिले के धनौरा स्मार्ट विलेज को आधार बनाकर गाँव में हुए बदलावों को समझने का प्रयास किया गया है। धनौरा में पहले साफ-सफाई, पीने के पानी, जल संरक्षण, आंतरिक सड़कों, अतिक्रमण, बिजली, शिक्षा, रोजगार और गरीबी से जुड़ी कई समस्याएँ थीं। गाँव के विकास के लिए ग्राम पंचायत, ग्राम सभा, स्थानीय लोगों, जिला प्रशासन और इको नीड्स फाउंडेशन ने मिलकर काम किया। ग्रामीणों को भी बैठकों और विकास कार्यों से जोड़ा गया। महिलाओं की समस्याओं को सामने लाने के लिए महिला पंचायत जैसी पहल की गई। इस प्रकार गाँव के लोगों को केवल योजनाओं का लाभ लेने वाला न मानकर विकास के कामों में भागीदार बनाया गया। धनौरा में हुए बदलाव की सबसे खास बात लोगों की भागीदारी रही। गाँव के लोगों ने बैठकों में अपनी समस्याएँ रखीं और कई विकास कार्यों में सहयोग भी किया। इसलिए धनौरा के विकास को केवल पंचायत, प्रशासन या किसी एक संस्था की उपलब्धि के रूप में नहीं देखा जा सकता। यहाँ ग्राम पंचायत, प्रशासन, सामाजिक संस्था और ग्रामीणों ने मिलकर काम किया। धनौरा का अनुभव बताता है कि जब पंचायत स्थानीय लोगों को साथ लेकर उनकी जरूरतों के अनुसार काम करती है, तो गाँव में सामाजिक और आर्थिक बदलाव को लंबे समय तक आगे बढ़ाया जा सकता है।
